Genesis

• Genesis of IGPR & GVS Autonomous organization created vide a Cabinet
   Resolution by the Government of Rajasthan in March, 1984

• Apex Institute of the State for developing human resource in Panchayati Raj
   Institutions (PRIs) and Rural Development Sector

• Registered as a Society in March, 1989 under the Rajasthan Societies Registration
   Act, 1958

• The State Institute of Rural Development (SIRD) was merged with the Institute, vide
   a Cabinet Decision of the State Government, in July, 1999.

Objective

• To train elected-representatives, officials & NGOs working with Panchayati Raj
   Institutions and Rural Development (PRI & RD) Sector.

• To undertake research and studies on Panchayati Raj & Rural Development.

• To promote creative thinking on PR & RD by organizing seminars, workshops and
   conferences.

• To collect and disseminate information on PR & RD as a knowledge resource center.

• To prepare & publish training modules, reference-materials, books & papers on PR
   & RD.

Governance

There is a General council of the Sanasthan which is composed of all the members of the Sansthan.

Constitution of the Institute
The Institute shall consist of the following member, namely :-

1.	Chief Minister of Rajasthan.	President
2.	Minister or State Minister of Rajasthan for Panchayati Raj and Rural Development.	Vice- President
3.	One M.P. and two M.L.As from Rajasthan.	Member
4.	Eight representative of the Panchayat Raj Institutions.(two Pramukhs, two Pradhans, two Sarpanchas, two Panchas).	Member

Organization

The institute is headed by a Director General (IAS Officer) with one Additional Director, one Project Director cum Joint Director to look after the Administration and Training activities respectively.

Infrastructure

The institute is situated at the prime location on Jawahar Lal Nehru Marg, Opposite to Commerce College of Rajasthan University.

Located at a distance about a 7 Kms from the Sanaganer Airport, about 10 Kms from the main Jaipur Railway Station and hardly 2 Kms from Gandhi Nagar, Railway Station (Jaipur).

Institute’s building has a Carpet area of around 1 Lacs Sq.Ft. and campus area of about 2.5 Lacs Sq.Ft. and has an impressive design of modern architecture with 4 storeys.

Rules

1. The name of the society will be the "Indira Gandhi Panchayati Raj and Rural
   Development Institute Society"

2. The registered office of the society will be at Jaipur in the State of Rajasthan.

4. Pursuant to the aforesaid objects, the society shall take over all the assets and
   liabilities of the present Indira Gandhi Panchayati Raj Sansthan already set up as a
   Government Department.

5. The Society shall with effect from the date it is registered under the Rajasthan
Societies Registration Act, 1958 be deemed to have been entrusted with the
functions of the Indira Gandhi Panchayati Raj Sansthan set up by the Government of
Rajasthan under the Cabinet Resolution 145/84 dated 1.10.1984.
